HB 5761 reallocates money within the Community
Mental Health Fund and prevents what are called
sweeps, otherwise known as use it or loose it

share clinical records with private hospitals.
Additionally, an amendment to this bill changes PA
95-0602, which lowered the involuntary commitment
standard, by defining dangerous conduct
